Rest area "Free Coffee" Program
The Rest Area “Free Coffee” Program is a service sponsored by non-profit organizations in the interest of public safety.
The program will be permitted by the Travel Information Council in the Baldock Rest Area, I-5, North and Southbound; in the Boardman Rest Area, I-84, East and Westbound; in the Manzanita Rest Area, I-5, North and Southbound; in the Ontario Rest Area, I-84, Westbound; and in the Santiam Rest Area, I-5, North and Southbound. The Oregon Department of Transportation will continue to permit the program in all the other state rest areas.
The non-profit organizations apply through a permit process not more than 60 days prior to the date(s) requested. The Travel Information Council will grant a permit through a random drawing 30 days in advance of the date(s) requested. Permits will be issued in 24 hour increments with up to 3 consecutive days per permit. An organization may receive up to three permits per month.
The organization may offer coffee and cookies, from a licensed facility, free of charge to the public. They may not offer any item that is available in the rest area vending machines. Donations may be received by the non-profit organization but not sought or requested. Permits are not transferrable.
